ACTION ALERT: former Bagram prisoner, Samer Hilmi, detained in Israel

Samer Hilmi, Jordanian citizen, held for six months in Bagram after studying and graduating from a university in Pakistan, was arrested in Jordan for applying for a passport to perform pilgrimage by Jordanian authorities and then handed to Israelis without justification.
Detention

Samer Hilmi was arrested on 25 April 2010 in Amman and transferred to Israeli custody on Sunday 11 July 2010. No accusations or charges have been levelled and his family and friends do not know the case, if any, that the Israelis or Jordanians have against him.

Background

Samer Hilmi was born 13 December 1974 in Kuwait and is of Palestinian origin. He studied in Kuwait until eighteen years of age and then lived in Jordan eventually acquiring Jordanian citizenship. His National Identity Card No. is 974 104 9016.

He left Pakistan to study in the University of Sindh, the second oldest university in the country, graduating in 2002.

He was arrested in Pakistan on 10 June 2003, immediately transferred to American custody and sent to Bagram for six months.

Thereafter he was transferred to Jordanian custody and was imprisoned for five years finally being released in January 2008.

Samer Hilmi was a hospital worker, often working hard to eleven at night, once he was released from Jordanian detention. His only crime was to apply for a passport to perform pilgrimage and for that he was arrested by Jordanian Intelligence without explanation, held for three months and then rendered into Israeli hands.

Write to the Jordanian authorities and request that:

  • Samer Hilmi be returned to Jordan a free man;
  • Jordanian authorities locate and afford consular services for their fellow countryman;
  • Jordanian authorities make known the reasons for arresting and transferring him to Israeli authority;
  • Jordanian authorities afford him access to a lawyer, the ICRC and other humanitarian organisations

Write to the Israeli authorities and request that:


  • The location and condition of Samer Hilmi be openly published;
  • His treatment be fully in line with international law especially the Geneva conventions and due process;  
  • They provide the reasons for his arrest and detention;
  • He is afforded consular, humanitarian and legal access;
  • He is afforded habeas rights and legal representation;
  • They provide assurances that he is not transferred to Palestine but Jordan;
  • He be allowed regular and private communications with his family and legal representatives  in Israel and abroad
